Captain Greg Michaud spent 26 years with the Michigan State Police (MSP), retiring in May of 2016 as the Director of Forensic Science. Over the last eight years of his career, Captain Michaud was a key figure in reshaping Michigan’s approach towards the investigation and response to sexual assault across the state. He was instrumental in the strategies and solutions implemented in response to the discovery of over 11,000 untested sexual assault kits in the city of Detroit in 2009. He built upon those efforts by working with the Attorney General’s office in 2015 to identify and analyze all remaining untested sexual assault kits within all law enforcement jurisdictions across Michigan. Today, those kits continue to be tested providing investigative leads for law enforcement and closure for survivors and their families.
Working closely with the Michigan Domestic and Sexual Violence Prevention and Treatment Board, Captain Michaud was intimately involved in the 2014 drafting of both legislation and statewide policy addressing law enforcement response to sexual assault through a survivor-centered approach. These accomplishments helped him secure millions of federal grant dollars through the 2015 Bureau of Justice Assistance and the New York District Attorney programs. These awards brought national attention to Michigan’s efforts, branding them as a national leader on combatting and addressing sexual assault.
Furthering the national attention was the receiving of the 2015 International Association of Chiefs of Police Excellence in Forensic Science award. This award was received for the innovative processes developed and implemented under his leadership in expediting the testing of sexual assault kits. A model of process efficiency that today is being adopted by other forensic science laboratories across the nation.
Captain Michaud has made numerous presentations on Michigan’s efforts to combat sexual assault, working closely with advocacy groups while doing so, such as Natasha’s Project, Test400K, RAINN & The Joyful Heart Foundation. In addition, he has partnered with Dr. Rebecca Campbell (Michigan State University) on two occasions over his career with MSP to provide subject matter expertise and critical data needed for her nationally recognized research on sexual assault. If asked, he will admit the relationships established through these advocacy groups and research opportunities are what keep him grounded and focused in his new position within the Wayne County Prosecutors Conviction Integrity Unit.
